Inferences had to be made on certain census blocks that did not conform to current city limits of Woodstock but which did have residences counted in the City. Some blocks, and therefore block population, was required to be split among wards to keep population balanced among the six wards of the City and to also keep City Council members within their respective wards. Example per email sent to the US DOJ: "There are other blocks that needed to be split both geographically and by population. In that case, I've detailed the number of population that is allocated to each ward. I've determined these numbers by first figuring out a multiplier, which is the total population of the block divided by the number of occupied housing - for instance, in the proposed wards shapefile, block 3006, which is split between 3 different wards, has a total population of 602 and occuiped housing of 194. By dividing these, I get a multiplier of approximately 3.1. Once I get this number and a count of how many residential units are within each ward, I can multiply the number of houses by the multiplier, and get a rough estimate of how much population is there. This is the general method that I have used with all of those split parcels and it is not 100% accurate, but I believe that it puts me in the ballpark of where the numbers should be."
